Whilst the antivirus is detecting viruses Inside a file at the time of downloading, it is failing to detect a virus in a file, which is Inside a zip file.

Any viruses/trojans in *.zip, *.rar and all other types of archives are safe. Try to extract it from archive and run. I've tested your sample, EICAR was detected in the moment of extracting from *.zip.
