Is there any way to prevent Dr.Web from beeing uninstalled by employees?
Does anyone know when will Dr.Web 13 came out and what are roumors about novelities in new version?

True, no other options.
If users should be local admins and if you are using MDM like Intune, you could create a compliance policy that requires Dr.Web to be installed. Then, if it's not installed (via checking on the presence of a file at a given path, running processes and running services), the device would fall out of compliance and you could prevent "access to company resources". Not 100% fail safe, but will catch 99% of users.
